Localization PAK file not opening through 7zip

As per the title above, I have tried using 7zip and WinRAR but the localization files don't open and it says not an archive. Is there any other tools that can open the file? Or is it that the files are designed that way?

If anyone has the files as of today, then please share. It will be of significant help

The devs have encrypted the localization file as "mods are frowned upon".

Frankly it's weird they haven't encrypted the resource paks yet. Maybe it'd cripple the performance even harder than it already is.

Take my advice and drop modding for the game, and really, the game itself. Neither has any future. Find something more useful to apply yourself to.
